You make the faulty assumption that it's deliberately still in the database. All it takes is an oversight - the game gets put on hold, it's left in the database intentionally at that point, then it gets cancelled, but because it was on hold already, nobody thinks to remove the game from the database.
In short, the obvious reason for it still being on the list is human error.
