Wait, what? Where in the world did you get that?? Outside does not by definition mean 'cannot see', and in this case it's the exact opposite. I'm starting to think you see what you want to see in my points, then fill in the blanks with whatever best fits your views... and you're reeeeeaaaaaaalllllly reaching here. If a sattelite is 'outside' the atmosphere it can actually see and 'know' or 'understand' the surface of the earth and the atmosphere much better than from a vantage point on the ground, keep in mind I was talking about perspective here. That was in interesting interpretation.

And now you're asking me why I said that. I mean you're the one that said it. Not me. "please explain to me exactly how god would see time". Your exact words with one substitution "god" for "a being who is by definition outside of time".
