I'm sorry, but which act are you talking about? The Voting Rights Act of 1965, or the Civil Rights Act of 1964?

Wikipedia is pretty clear about the actual numbers that voted in each case.

Voting Rights Act

73% of Senate Democrats voted in favour of it. 78% of House Democrats voted in favour of it.

Civil Rights Act

61% of House Democrats voted for the original. 63% of House Democrats voted in favour of the Senate version.
66% of Senate Democrats voted for cloture. 69% of Senate Democrats voted in favour of the Senate version.
Every Southern Republican voted against the Civil Rights act, both versions. The only reason that Republicans were more in favour than Democrats in total is because there were far more Southern Democrats than Southern Republicans.

Southern Democrats and Republicans voted 7% and 0% in the House and 5% and 0% in the Senate, respectively. Northern Democrats and Republicans voted 94% and 85% in the House and 98% and 84% in the Senate, respectively. So when you separate out the Southern states (the ones that were part of the Confederacy) from the rest, you find that the Democrats were more in favour of it in each region.

So, which act was it supposed to be that had Democrats voting 2/3rds against and Republicans 2/3rds for?
