The money the people pay pays the venture. Of course in the end they lose money but eventually they make large amounts of money. Also there should be no extra fees to them outside of licensing for the titles and giving a cut to the third party. Technically Microsoft could do this with Xbox Live Gold but the chances are extremely high that they wont. The profit they make from that is more than Plus has currently, but the potential for growth with Plus is based off of proven value for gamers.
