There's still a huge market within that 1.3 Billion who *can* afford a console.  Just look at how Apple's doing in China.  iPhones aren't cheap, and Apple just did $7.3 Billion in revenue for the quarter:

To be honest apple are the only ones doing good everywhere WITH high prices.
They could bring a new phone that is weaker than every other phone on the market for double the price of the best Samsung Phone every 3 month and still sell 20 Million Units in its first month.Same goes for Ipad and every other thing they sell.
1000$ every 3 month?No problem!Even Chinese people who don't have crap to eat are willing to afford that.
But a PS4 aka the best console ever created for 400$?Not a direct purchase especially if they aren't directly piracy supported.
