The polar ice caps have not existed in Earth's past, likewise, the earth has been completely frozen over at least twice for several thousand millennia in it's history.  We really only need to go back about 40-50,000 years ago before the last ice age when the earth was ice free.

What helped to create the last ice age and  the polar ice caps was the formation of Central America through tectonic plate action that caused a divide between the Atlantic and Pacific ocean.  Prior to that, the oceans were warmer, keeping the polar caps mild to warm.

You forget to factor in that a large proportion of civilisation lives quite close to the ocean. New York would be wiped out, for instance.
