Won't work. The media will look it as a Pokemon clone and will get A LOT of bad press (even more than PASBR), plus if it is targeted to kids, the parents will buy the cheaper console (obviously the 3DS), and also you can't compte with Pokemon in popularity.

It would be compared, no doubt, they'd just have to find their own way to make the game different enough. After all, from what I remember the Digimon series was never about catching other Digimons, right? So the game could be quite different and avoid being compared at every step and often dismissed from the start like PSASBR. If you don't try, you'll never win. Right now Vita has nothing for kids and I think there is some potential here, though this game obviously would never win with Pokemon, just like the anime didn't. Still, if it became a legit enough game to warrant sequels and moved a couple Vitas, it would be a success. They could bundle the game with special edition Vitas in different colours and with the Digimon images or something and market that heavily to get to the parents. Parents choose the cheaper console, but I can't imagine Vita not dropping the price. 179 vs. 199 could work.
