Yes dev kits almost always have more RAM than the consumer model, though I don't think it's 2x the amount these days (could be wrong though).
The 2.2 GB graphics RAM might have the extra 256MB as an overhead for programmers/artists etc., likely that means a retail model with 2GB graphics RAM (GDDR5?).
