It would. But we know Nintendo will push out dual gamepad play. We know there are three usable characters in Pikmin3. Just kinda see this as a solid way to demonstrate more gamepad usefulness as well as a good first party to show off dual gamepads.

Especially the idea that you can even play two players and keep TV off. I really like the off-TV gameplay on the games we have so far. My family uses it a lot.
