Exactly. The game console model depends on rigid platform control. Involving other companies only dilutes the control that platform companies rely on.
Furthermore, Android would add bloat to the system thereby slowing down game performance. One of the key advantages that game consoles have over platforms that don't specialize in games is the opportunity for "bare metal" programming.
