No, because everyone who purchases the new console by definition owns the peripheral out of the box.
I see what you're getting at, and there is some logic to it, but in the end, for reasons valid or not, adding something major and new in the form of a peripheral is less likely to lead to long-term success than simply making it standard on the new console.
