My #46 is Hoop Dreams, probably the best documentary ever made. The movie follows two young students in Chicago who dream of playing basketball in the NBA. Originally the movie was meant to be much shorter, but the filmmakers realized there was a story worth telling, and chased it. The movie raises many questions about sports, education, class, race, and inner city life, but never imposes answers upon its audience. If it wasn't for another movie on my list, this would be the best film of the 90s.
