For big cities the online is fine (5 to 20MB connections) but there is a lot of issues in small cities (the internet is expensive too in small cities). The speed is good and most of time here (São Paulo) I have better online play with PS3 than a lot of Europe contries... even for download patchs is way faster here than the avg. in VGC.
There is a lot os Plus users here too (of couser US or EU with internation credit card... I have a AMEX just for buy stufs on PSN) ... at least 7 in 10 PS3 friends have plus.
The biggest issue here is the price of the games... the console is expensive but you can pay with credit card installments (10x or 12x without interest)... but the games are too expensive to buy more than one per month... so I think mostly people here buys a game each 2 or 3 months.
