Whereas just a simple voice clip in place of the noise they make on appearance and on death now would be used in each fight but not over the top.

It's a lot of work for a relatively small portion of the game, but it's for all of the most climactic parts of the game. Think of all the extra work they already put into gym battles -- gym leaders and Elite Four members have unique character models and personalities, something very few NPCs get in Pokémon, the gyms themselves show effort in their design and appearance, especially in the second halves of the games. Not to mention the two unique battle themes gym leaders share. A lot of work already goes into gym battles to create the right atmosphere and make them suitably epic. It wouldn't be much of a stretch to think they could put more effort into that part of the game.

And after all, it wouldn't make much sense to have an official offering commentary for your spur-of-the-moment scuffle against Joey's Ratatta on Route 6. It would feel unnecessary. But imagine not even knowing there would be commentary, then starting the first gym battle, and it kicks in. It would just be a nice touch.
