Wii Play wasn't available in the US until 2007, and it wasn't 25% of software sales.  Even if you cut off 20% of Wii software, the Wii U has only sold 72% of the software the Wii did through December 2006. (per VGC figures)

Was Wii Sports included in the Wii numbers? Because that was included with every single Wii. That might explain something.
