The simplest thing would be for Sony to provide financial incentives for all the Japanese third parties still making games for PSP to just up-port them to Vita. Not necessarily to add any Vita-specific features or anything, just re-code and slap it in a Vita cartridge.

That makes sense and from this point onwards, Sony should  take the extreme measure to keep PSP from outselling it. Moreover being backwards compatible only to limited PSP digital releases available on PS store may continue to be a major setback. The PSP games being upscaled on the Vita's display can find the attention of some gamers. So more PSP digital releases(at this point adding a UMD drive is non-viable), more 3rd party PSP devs shifting focus onto PSVita and exclusives backed by Sony's incentives are integral for the come-back.

Adding it to Vita would be not viable, but how about making an optional external UMD drive that gamers could use to load their PSP UMDs on their PSV's memory cards?
This way PSV could have access to the whole PSP library, but without affecting its battery life, all the process could be done at home, or on the go, but without using PSV's batteries to run the UMD drive, and after loading the games the user wouldn't be forced to keep the drive linked to the portable.
