yes developers can work around the systems. but compare the hype/sales if GTA china town wars and GTA 4. they can make good games, but the better/more hyped games will be on the stronger systems. also what you are suggesting is that the developers make an exclusive (less power consuming) game for the WiiU (in this case) of the same franchise. why not have one team make the main game and the other, instead of making an exclusive for the weaker console, develop on another IP and make an entirelly new game
