Maybe for PS3, but I'm not sure about the X-Box 360. The 360 got more then half its annual sales in Q4 in 2012 and this is a common pattern for the 360. With all the major software for PS3/360 releasing in Q1/Q2, and next gen consoles likely to release in Q4 2013, the 360 probably won't get too many sales this fall. 30 sales dropped by 25% last year as well, it would have to drop between 20-40% more this year to match you prediction, and I just don't see the lower value being possible.
PS3 could get 10 million, but I dunno. Wii had a great software year in Q1/Q2 of 2012 with XenoBlade Chronicles, Mario Party 9 and Last Story in Q3, yet sales were pretty weak.
Most system sales just drop hard when a sucessor console is announced, and drop harder when it's released. I mean DS sales dropped to almost below PSP levels when the 3DS released, and then when Vita released PSP fell just as hard.

That's probably likely, but USA sales should fall hard for 360 and PS3 post E3, when sucessor consoles will very likely be announced. WiiU could also hurt the 360, moreso then the PS3, due to Nintendo's popularity in North America.
