More like Steam actually. According to developers the Wii U eshop has a lot of similarities to Steam, in terms of being able to offer deals for their games whenever they want. That actually happen during the holidays, most indie games had a discount. As far as I know the devs themselves can't make discounts on either Xbox Live or PSN, not sure about this though.
