@Soundwave: It's not just the GPU or CPU hardware or stuff like that, but also whether there will be a gamepad like the one in Wii U. Such a gamepad, or one with higher specs, would effectively make the console more expensive.

It all depends what kind of strategy Sony have chosen. In any case it needs to balance between features, specs, cost and release date. Sony can't afford a financial failure like PS3, or it can't wait too long for a new console release, as competition gets too much of a head start.

More features -> cheaper hardware
cheaper harware -> earlier release
earlier release -> less features

However, PS4 should be in a "fine tune stage" at this point of time, and games are under development, so they don't have much room for moving; they can't gimp the console much, or they can't delay the release too much either.
