Its not a flop and the fact that Nintendo failed to live up to their promise of a stronger launch outside of getting decent ports of current gen games in having a stronger software at launch hurt the system a little.

Zombi U and Nintendo Land are the only ones that come close to offering a unique experience that is exclusive to the Wii U, credit for some interesting ports and upgrades but that alone won't push units. Nintendo or another 3rd party really needs to release something 'revolutionary' to push units. The Wii and DS got their popularity due to their games, the 3DS has started to pick up thanks to games and its price, if they want the Wii U to grow, they are going to need to step their game up in software because it appears that Nintendo TVii while decent isn't turning the heads that one would have hoped as a killer app.

Maybe at least in the West a decent sized ad campaign for Monster Hunter 3 Ultimate might help.
