I think sales in Europe are going to almost completely tank unless Nintendo do something there soon. NA sales won't be pretty either but Japan sales should at least be good.

NA will be fine imo. Lego will probably move some hardware and Pikmin 3 is in the horizon, Japan have DQX so it should also be fine. Europe is the biggest problem.

Lego? I think the game looks cool but is it a hardware mover?

OT: I don't think it will double man. It will do better tho. I already read atleast 3 new retailer specific offers for Wiiu in the EU region. I think those promotions will help keep the sales going until E3

I personally think so, Lego games are very popular and a GTA Lego game is like a wet dream for some parents, I mean being able to play a sandbox game where you can't meet hookers and kill people on the street is something a lot of parents will want for their kids. I personally know two parents who think this, but obviously this doesn't reflect the entire market.
