Well they tried that once before with the pspgo and that turned out a blinding success didn't it :s. not only are places like Gamestop going to be pissed off with not getting to be the ones selling games to people for systems but Sony learned doing that that if you aren't going to offer a cut of games places wont stock that console to sell it, all the major retailers here didn't stock the pspgo because of that. As much as it's now possible to download software onto systems directly from the companys making them it's still not possible to download the hardware to your sitting room, and if game shops aren't selling it then it's just left sitting in a warehouse, costing money to store.
