Well by definition of course it cant.  its a ludicrous thing to wonder.

...and there is no proof for massive undertracking.  Shiments are shipments.  What a surprise that PD release shipments numbers rigt at the time they would have shipped big numbers for the holidays and around the new editions and Sony too with that Playstation3 number.  Its how they roll these days.  They tell us what they want to tell us when it suits them to tell us.  Lets see if GT5 shipment data is updated for Dec 31st and if PS3 discrete data is released for Dec 31st shall we.  I'd bet not.

9.2 Million shipped at the end of September.
7.9 Million "sold" at the end of September.
8.6 Million "sold" as of 22nd December.

Are you seriously saying that you think that isnt undertracked? According to VGChartz it has still yet to get to within 500k of that September shipment.

1.3 Million units on ships/shelves is simply far too much for a game that hadnt even sold 1.3 Million in 2012 at that time.

But it is 0.6m, you just said so.  Please dont treat games shipments like hardware shipments.  They dont press a few thousand then a few thousand more to order.  They ship large quantities for extended periods of sales.

and who said anything about shelves and ships.  If PD ships to SCEA or SCEE for future bundles etc they are still shipped as far as PD are concerned.

How many Halo games do you think have been shipped? 9m?  I'd say yes, about that.

wake up and stop living in denial, GT5 is undertracked, you dont want to believe that fine but dont go around claiming it isnt when we have offical numbers. in no logical way would PD ship about 1.3 million while entering the games third year. its as simple as that
