In Black Ops 2 playing splitscreen gives you all the gear that the 1st player unlocked. Any further leveling you do isn't saved and is reset once you stop playing.

I think the @kowen multiple users like me and my brother... one PS3... one BLOPS 2... two PSN account.

Edit - I just give an example because I don't have BLOPS but I do that with FIFA... me and my brother play the game online with different accounts in different times.
