No, it's not, at least not in the same area as Wii/PS360 situation. DS is your N64 minus texture filtering and far better framerate, PSP is not a PS2 by all means = in the same ballpark. So the only gen when Nintendo deliberately gimped specs in order to purse other opportunities is 7th gen, namely the Wii.
