Rumours tend to suggest that MS is closer to a launch thna sony. The need to launch is probably greater for MS too - the Xbox saw a greater drop in sales this year than did the ps3 so the onus is on them to launch first. I would say MS the Xbox720 will launch first followed pretty quickly by the ps4 (similarly to how the move and kinect systems launched.
