doh, saw your post with system specs and my HTPC isn't quite there. Plenty of ram, but my processor is only 2.7 GHz. 
didnt build the system for gaming, just movies and to be a black hole of information. Currently have about 300 movies and like 15 different TV show seasons on it (with most being BluRay) and barely made a dent in the storage.

Haven't looked at the system requirements, but I'd say a ~2GHz dual core is enough. Most games run at 30FPS on my brother's 4 year old notebook. (which was ~900€ when he bought it). Not a gaming one but decent nontheless for its time.

Is one of those ones with the graphics card integrated into the motherboard (again, only built this to watch media, not lay games)

This is probably due to your GPU then. Did you tinker around with the settings a bit? I remember I had to change some settings when I used Dolphin on my last notebook due to having only 256mb of VRam. Disabling fog and anti aliasing might help.
My biggest gripe with Dolphin is that some random games still won't run well unless you've got an extremely fast CPU (like 4GHz). I've got a 2.3GHz i7 (Ivy Bridge), 1GB of VRAM and 8GB RAM - some games run perfect even in 1080p with all sorts of effects turned on, others like F-Zero or Viewtiful Joe don't run well at all. When I run F-Zero GX in 720p I get a maximum of 20fps but CPU load is only at 50%. Metroid Prime has serious sound problems that can only be fixed by downloading a sound chip emulator that uses huge amounts of resources. I even have slowdowns in Sonic Adventure 2 (!) but I can play Pikmin 2 with 100 Pikmin on screen in 1080p. It's just not as optimized as PSX / N64 generation emulators yet.
