I believe france authorises personal copies of even music CDs and films (as in 1 copy can legaly be done)... and if I recall recent news I read I believe the UK is in the way (or discussion) for passing such law.

You were on the pulse with this one, but it remains to be seen if will prove itself to be a viable decision, and that depends entirely on how its opponents will react in the short term (perhaps employing legal means or turning the tide of popular opinion), rather than collecting statistics. After all, the most vehement arguments against copyright infringement tend to employ hyperbole such as "stealing money out of the mouths of artists" and "causing job losses" and other nebulous things. Anyone with half a brain can see that it is only ever losses which trickle down, and gains trickle up. Unfortunately, my own stance on this could be seen as some sort of liberal commie scumbag shit, rather than good old-fashioned rationality, so I fear that these progressive measures won't last long.
