More guns is the only solution.
Why not arm the kids at schools? Most kids should be able to handle a gun at the age of 8, possibly even younger. Start young and educate kids that they should shoot at anyone who poses any threat to their safety. Arm the teachers as well and you'll have the safest country in the known universe. Europe should follow, too!
