The difference is the reason one is being called a failure.
Nobody called the PS3 a failure simply because it was outsold by the PS2. And if they did, they were unfamiliar with historical console launch sales and circumstances.
Saying Wii U sales are bad simply because it is being outsold by the Wii in just Europe is...silly.
