It's not like the hardware design teams are also software development teams... now that they've finished working on 3DS and Wii U, they're likely already discussing future consoles, be they redesigns or successors.
But yeah, development will start to pick up now that most Nintendo dev studios have experience developing for 3DS, and are getting experience making Wii U games.
