Gah! Updates are overwriting existing system files, not accumulating in size...just like every other OS on the planet. Right now the Basic SKU has about 3GB of storage available for downloads. I'll bet that Nintendo reserved 5GB in advance and isn't using all of it, so it has room for critical updates and a little bit of growth without impinging on user space.
