This is a combination of 2 things.   When Vita and 3DS were first announced, developers and publishers had to start planning out how they were going to support those platforms for the next several years.  Gams go into early development long before we ever hear about them.   This means that any current sales activity isn't relevant to what was planned 2 years ago.

The other factor is the 3DS jumped out fo the gate fast but fell just as quickly which gave developers and publishers a little scare so they may have pulled back support a littel bit.  But as it has picked back up and the Vita is now having the sales difficulty, we are not yet seeing the impact yet.  What we see now is the specualtion of Vita with the porr early sales of the 3DS.   Hence Vita is getting some solid software announcements.

But if the same factor plays out again, it will reverse this time next year.  That's one of the downfalls of console line up debates.   It's like looking at the stars at night.   None of are actually in that position anymore so we're debating actions of the past.
