Maybe not, but they are both innovations for the genre. To have all those GTA functionalities (sandbox, structure) and on top of that a good melee combat (and a better shooting controls aswell). Also i can one-up that with a car attack button (ramming), the ability to jump to other cars while in another car and obviously the envyronmental takedowns themselves. I think its obvious that sleeping dogs is better than GTA in every way except graphics and possibly story, given the one on sleeping dogs was promising but didnt completely realise the potencial (maybe cause development got interrupted at some point and they just wrapped it up once they got the deal with square).
The only reason GTA sells more and gets better reviews is because of what it did with GTA3. Its been an industry darling ever since.
Personally i got tired of the gameplay mechanics while playing GTA3 when i was getting to the end. I finished it and i havent bought another GTA game since. I did play bits and bobs at a friends just to know its not changed at all. Its a boring game all around. You have the most fun in it commiting a crime and trying to escape the police. And that isnt even part of the main game.
