What do you mean by poor posts? Do you mean empty posts? These posts don't stifle discussion. If these people couldn't post empty posts, then they wouldn't post at all. And they aren't stopping other people from having meaningful discussion. If other people want to have a discussion, then they'll have a discussion. Empty posts aren't going to change that. And removing empty posts aren't going to increase discussion (my opinion).
