It lacks the crazy lopsidedness of the Xbox 360 and PS3 CPUs and it fails to make up for it with general purpose goodness because the CPU is barely out of order and likely an ancient design which is clocked very low. We would not be having this discussion for instance if the Wii U had an AMD APU (bobcat) instead of what it currently has.

Yep. The Xbox 360 and PS3 are excellent at vector maths but they absolutely suck at certain types of general purpose code. GTA IV is designed from the ground up to take advantage of these wierd processors so none of the advantages of the Wii U's architecture comes into play and a lot of the weaknesses are exposed.
