Apparently the toys unlock characters and stages.  It's the ultimate form of "DLC"

They also work as memory cards. Basically when you level up a character or assign items to them, it saves the information onto the toy itself. One of the selling points is that you can level up your characters on the PS3 version then take to the toys round to your friends house, and even if he has the Xbox version, you can still use your toys to play multiplayer with them.
