I would generously put the figure at 1.5* though I suspect that the Wii U may even be slower overall than the Xbox 360/PS3. Everything we have found out about the Wii U has been a downward revision on expectations.
PowerPC A2? No just 3 very old barely out of order CPU cores.
1.6Ghz? No 1.25Ghz.
1GB of RAM? Yes but 12GB/S bandwidth.
GPGPU? If the Cell processor gave developers fits... then trying to run critical high performance code on the GPU would probably make them slit their wrists. If the rumours hold about the GPU being an RV7xx derivative this is even more so.
The system only consumes 33W at the wall. Physics dictates that the system is slow.
