At this point, there's no way to be certain of that. "Heavy bundling" is also not somethig that will happen outside of the holidays. I think if both (Uncharted 4 & Gears of War 4) launched at the same time, without any bundles, Gears would start substantially stronger (the demographics on the Xbox is quite loyal to the 360's top IPs), but the end result would be close, possibly with Gears still edging out the win.

But like I said, no way to know that anymore.

Gears of War judgement should give you a indicator...

Perhaps, but then, there would still be no way to judge it against the next Uncharted game (which I'm thinking won't be until the PlayStation 4, if Sony is to continue it next gen).

I'm sure Judgment will sell like any other Gears, though.

I'm actually not too sure, it won't be marketed anywhere near previous Gears titles I think and it releases in a different point it the year, coupled with the fact it's from a different developer I think it could sell "worse" than a "main line" Gears game.

Personally I own Gears 1 (<3), Gears 2 (<3) and Gears 3 (-.-) and have no intention of buying Judgement because I got stung with Gears 3.
