He's a little too confident. Sony and Microsoft have built a strong fanbase over the years and what ultimately matters is games. If PS4 and X720 get Battlefield 4 and Modern Warfare 4, shooter addicts will rush to buy. He seems to think power and graphics don't matter at all. I think he is wrong : people like impressive-looking games. Quality graphics and animation are equally part of the experience as what you do with your controller. Sony and Microsoft don't necessarily need further innovation, they just need the best games. E3 2013 will tell who gets them.
