Not necessarily. The architecture and software tools rather than the power of the hardware makes a big difference to how developer friendly it is. It's also dependent on the other consoles power for multiplats. A low powered console is harder to ports games and more annoying for developers.

If PS4 uses X86 CPU, a new GPGPU and a lot of RAM for instance, it'll be a lot easier for developers to make games for then PS3 with the difficult to program Cell, locked shader architecture of the GPU and limited RAM.
