Because that's what the article says:
"Die GfK deckt mit ihren Zahlen zum Konsolenmarkt gut 80 Prozent aller Vertriebskanäle ab. Die tatsächlichen Verkäufe liegen daher etwas höher. "
As far as I know neither GfK or Chart-Track extrapolate for any PAL countries as unlike NPD they generally cover such a high percentage already.
