Typically many multiplatform games have a "lead platform" that they are developed on, eithe the 360, PS3 or the PC, and then later ported to the others.
In many cases the 360 or PC have served as the lead platforms, and this has led to issues over the years when porting the games to the PS3 as many a Sony fan can attest to.
