I don't think BoF3 really had much to do with the series being frozen as the game was the most commercially successful in the series, and it was followed by BoF4 and BoF5, along with several spinoffs. Breath of Fire 4 is also both the next most commercially successful in the series, and also by far the best game in the series.
The reason that the series is on hold is because one of Capcom's old leaders, Keiji Inafuna, decided that Capcom should kill the main series so the resources could be used on other projects. Now that he's finally out of the way, maybe Capcom will do another.
