Nobody owns this developer and they are restructuring at the moment. Nihilistic will call themselves Nstigate or something from now on and focus on development of mobile games.

I think what happened is that Sony absolutely wanted a CoD game for the Vita, but Activision wasn't making one despite announcing support for the Vita back then when it was still called NGP. There was no CoD game in the works and once Sony noticed, they probably offered to fund one themselves, because they were in desparate need for big games. Nihilistic was assigned with the project, because they already had dev kits and experience with the Vita (they made Resistance: Burning Skies), but the catch was that they had less than half a year to develop the game. The result is the barebones game we see today, because it was the only feasible option for Sony to have a CoD title this year.

I don't think we can really judge nihilstic as I don't think they've ever been given more then 12months to develop a game lol. I think people are putting too much emphasis on the fact that this games single player is lacking, the single player could be entirely non existant and it would still have the potential to be a massive hit. Sony should have delayed it till march and provided a solid stand-alone multiplayer experience for COD fans, and sold it at such a price. 

But we should all wait for week one numbers, both for the game and the Vita hardware. Even though the game is below standards, the COD License in time for christmas could be enough to really make some casual gamers look at and even purchase the Vita as impulse buy. Plus the tv spot for the game actually looks good, so they could easily be decieved by that. I doubt they read reviews, I'm sure some mum is going to buy the Vita+COD bundle for their 14 year old son as she knows how much he likes those games.
