They have but I'm not totally certain to what degree it's been adjusted.
I know licensing is less now. As is the required quanity of sales prior to payment. In fact, that may be gone completely.
Another issue many indie devs had with Nintendo is their requirement of a verifiable business address. You can't code out of your own home. At least that was the rules they had in place for many years. This policy was under discussion but I don't know if they actually changed it or not. By the sounds of things above and the way game development has changed over the years (the policy was written years ago before Internet telecommuting became common), I wouldn't be surprised if they laxed this policy as well.
