They got 500,000 alotment of the 5.5 Wii U expected to be produced and sold between launch and end of March 2013 (worldwide)
So their pre-orders for launch day number of units (much smaller number than 500,000) exhausted fast, and then they had no choice but to switch to the wait-list scenario. The wait list scenario got invented after what happened with the Wii from Nov 2006 to March 2008 it felt like.
