No.

This is likely a combination of Nintendo having their own storage formatting system (think NTFS and FAT32) which simply makes it unreadable by a PC that doesn't understand the formatting and a piracy prevention measure so you don't upload your games online.

PS3 does the same thing for the internal HDD.

You can but you'd need to partition a section of that HDD for that purpose.    If you formatted the entire HDD with Nintendo's file system, your PC wouldn't know what to do with it when you plugged it in.   If you ahve an NTFS partition on it first though, it could access that portion.
