Missing some things? More like missing 90% of its main features.

Nintendo TVii, Miiverse, Wii U Chat and the eShop......how can all of this be missing from the OS? Were these all late additions to the the console?
It really tells you a lot of what Nintendo's prioritites are with the system.

Actually, a more specific reason seems to be that those services are directly tied to your Nintendo Network ID and you obtain a NN ID via your Internet connection which is why you have a big Internet based system update on day 1.
